I can access it with my Opera 12.15 which actually is outdated (at least according to a number of stupid sites).Is it possibly related to how you can install Windows ME on an android device?

confirms it is a "Limbo" Qemu running ReactOS.It looks crazy, but I installed and started the ReactOS through wrapper Qemu - Limbo ARM 7 on your Samsung Galaxy S III mini.

Good question. It might indeed be related. I see from your link that they might be are using LimboPC, which is derived from QEMU. Here is a demonstration with Win95 (Wonko confirms LimboPC).

The same concept could works for ReactOS indeed.
