For those who don't know, ReactOS is the alternative to Windows. Much alike Linux vs Unix.

 

Now it seems to be running on a smartphone. Interesting stuff..

I can access it with my Opera 12.15 which actually is outdated (at least according to a number of stupid sites).
The Google Translate from Russian to English however:

confirms it is a "Limbo" Qemu running ReactOS.

Good question. It might indeed be related. I see from your link that they might be are using LimboPC, which is derived from QEMU. Here is a demonstration with Win95 (Wonko confirms LimboPC).

The same concept could works for ReactOS indeed.
