So I downloaded unetbootin from the website and then download ubunut 9.04 from their website. When I go to the set up t appears to transfer the OS over to the USB but when I go to reboot and load there are no choices under the grub and it will just sit on the screen till I hard reboot. Please tell me what stupid mistake am I making?

It seems to me like both unetbootin and GRUB have nothing to do with it.
Have you already tested that the USB stick boots on your computer?
If you have a blank screen or a blank screen with a flashing cursor or a "j" in top left corner, that's a problem in the way the stick is partitioned/formatted (or a problem with the BIOS of your particular PC).

Yes I get all the way to where it asks me to choose a OS and nothing appears under the selection. It just says [Default] and gives me a 10 second timer. When I select default or just let the timer run out it just starts over at 10 seconds.

Please post contents of your menu.lst, and a directory listing of the contents of your stick, i.e.:
DIR /S D:\>C:\mydir.txt(provided that your stick is drive D:\)
