Can you try to include and call HDWIZ.CPL (and its dependents)?

What you did exactly? It's not clear what you meant by "it" :)

What about using DEVCON.EXE (by MS) to install new hardware on running PE?

Some of devcon's functions work under PE. Sadly, I've found that installation of drivers is not (yet?) one of them.

I'm looking forward to see devcon be forced to install devices under PE.
I hope API tracing and monitoring its access to the registry would reveal the cause.
